Friday, June 9, 2026 11 AM (PDT) – Non Mandatory Pre-Bid Meeting (online)

Wednesday, June 16, 2026 – Last Day for Question/Substitutions

Monday, June 19, 2026 – Bid Questions Answered/ Substitutions Addendum Issued

Thursday, June 25, 2026 5:00PM (PDT) – Subcontractor Bids Due

June 30 – July 17, 2026 – Letter of Intent and Contracting

August/September 2026 – Start of Work

December 2026 – Substantial Completion

KNCC is requesting proposals for Bid Package #5 to complete work for the Harney County Jail Addition and Renovation project in Divisions: 05 Metal, 06 Wood-Plastics-Composites, 07 Therman & Moisture Protection, 08 Openings, 09 Finishes, 10 Specialties, 11 Equipment, 12 Furnishings, 13 Special Construction. The following scopes of work have been finalized in previous bid packages and are not part of this package: MEPFS, Pre-Engineered Metal Building, Geotechnical Services, Prefabricated Detention Cells, Earthwork, Concrete, Masonry and Elevator.

All questions regarding this Request for Proposals (RFP) must be submitted via email only to: joew@kirbynagelhout.com AND zahavaj@kirbynagelhout.com.

All questions must be clearly identified as to the submitting firm and must be received by due date.

All bids must be submitted on the Bid Form furnished to the bidders in Section 002115 and in accordance with the complete scope of work identified in Section 002320 Bid Package – Bid Items. Plans, specifications, the required Bid Form, and other bid documents may be reviewed at and obtained from:

This contract is for public work subject to ORS 279C.800 to 279C.870 (the Oregon Prevailing Wage Rate Law). BOLI wage rates will be applicable to this project. The wage rates are included in the bid documents.

No bid for a construction contract shall be received or considered by the public contracting agency unless the bidder is licensed by the Construction Contractors Board of the State of Oregon as required by ORS 701.035 and 701.055. Each bid must identify whether the bidder is an Oregon resident bidder, as defined in ORS 279A.120. KNCC reserves the right to reject any or all bids, to waive formalities, and to postpone the award of the contract for thirty (30) days. All bids and all prices quoted in bids shall be firm for a period of thirty (30) days after the bid closing date.

Request for Proposal (RFP): Janitorial Services for Harney ESD

Harney ESD is requesting proposals from qualified janitorial service providers to perform routine cleaning services for district facilities. The selected vendor will be responsible for cleaning at the ESD; see scope of work below.

Scope of Work

The contractor shall provide cleaning services one-time weekly for approximately 4-6 hours that include:

Lobby/entrances: clean entrance door windows, window seals, and handles; dust furniture/tables; vacuum rugs; sweep and mop floors; wipe down water filling station; wipe down lobby side of front counter.

Meeting rooms/hallways: wipe down coffee counter; sweep and mop floors; remove trash as needed.

Offices/cubicles in tech/library: empty trash; sweep and mop floors; clean windows as needed.

Copy rooms/library: wipe down counters; sweep and mop.

Exercise room: dust equipment; sweep and mop mats/floor.

Restrooms: clean entry doors, stall doors/walls, mirrors, sinks/drains, and floors; check feminine hygiene holders; replenish supplies including toilet paper, paper towels, Kleenex, hand soap, toilet seat covers, and feminine hygiene bags.

Proposal Requirements

Vendors should include:

• Company background and experience

• Staffing plan and supervision methods

• Cleaning schedule and frequency

• References from comparable clients

• Pricing breakdown by service frequency

Proposals will be evaluated based on:

• Experience and qualifications

• Responsiveness to scope requirements

• Price

• References

• Ability to meet scheduling needs
