The project is not necessarily limited to, the following: 

Installation includes installing turn key new working  linear pivot precision irrigation system hooked to current Harney 1J irrigation and domestic water system to effectively irrigate plot of land and crops  in front of Crane Dormitory. Precision irrigation system should have latest technology to ensure student learning for the future in college and career opportunities. Labor cost, machinery usage, travel cost backflow valve inspection and all other fees to be included. 

The project will be a prevailing wage rate job, subject to the BOLI Wage Rates set forth by the State of Oregon. 

CRANE SCHOOLS will award the contract within five (5) calendar days of the bid opening. Work will commence within ten (10) calendar days of the notice to proceed. The contractor shall complete all work required in the contract within a reasonable time as material availability and delivery allows. 

The estimated cost range for the project: $150,000

Early Notice and Public Review of a Proposed Activity in a Floodplain and Wetlands

To: All interested Agencies [U.S. Army Corps of Engineers (USACE), Oregon Department of State Lands (DSL), Oregon Department of Land Conservation and Development (DLCD), Federal Emergency Management Agency (FEMA), U.S. Fish and Wildlife Service (USFWS), Eastern Oregon Regional Solutions Center, and Harney County, Oregon], Groups and Individuals, and residents of City of Burns and Harney County.

This is to give notice that Responsible Entity (City of Burns) under Part 58 has determined that the following proposed action under State-administered Community Development Block Grant (IA2208) is located in the floodplain and adjacent to wetlands, and the Responsible Entity will be identifying and evaluating practicable alternatives to locating the action in the floodplain and adjacent to wetlands and the potential impacts on the floodplain and adjacent to wetlands from the proposed action, as required by Executive Order 11988 and 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands.  

The proposed action will include excavation in the 100-year floodplain of the Silvies River and excavation through delineated wetlands to extend the City’s water service to various neighborhoods. PBS has already completed a Wetland Delineation for the project and has submitted it to DSL. The project can be broken into four main categories:

1. Improve ~46,000 LF of distribution piping

The 2021 WSMP effort by Anderson Perry identified water system elements that are undersized or improperly looped and circulated. Upsize: Many portions of the existing system are past their useful life and under-sized. This project would replace undersized water mains with 8”, 10” and 12” pipes where appropriate. New: Runs of 8”, 10” and 12” inch water main pipe will be installed underground at ~4-6ft of depth. These new mains will be installed within existing road right-of-way. These additions will both serve existing City residents without connections and will create “loops” in the system that will solve the City’s dead-end zones.

2. Replace and Install New Fire Hydrants

Similar to the water main portion of the project, the City needs to both replace old fire hydrants and install new fire hydrants for better coverage throughout town. There will be approximately 41 new hydrants installed in existing road rights-of-way and approximately 39 hydrants will be replaced.

3. Well #1 Building Replacement & Improvements

The City’s Well #1 Building is past its useful life and deteriorating. Exterior mortar and structural elements are failing. The existing building will be demolished, and a new structure will be constructed in its place. For example, the transducers will be installed onto existing well infrastructure. The City is lacking adequate backup power for the number of well pump stations that they have. An additional backup generator will provide supply system redundancy for the City in the event of a community-wide power outage. Full range of mechanical and electrical improvements. 

4. Water Meter Replacement

The City will replace approximately 450 existing water meters with radio-read meters and boxes. 

The $8,000,000 proposed actions, funded in part through HUD’s Community Development Block Grant program, are water system upgrades to the neighborhoods in the City of Burns, Oregon. The proposed project(s) is located in the City of Burns, Harney County, Oregon.

There are three primary purposes for this notice. First, people who may be affected by activities in floodplains/wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.  Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplains/wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains/wetlands, it must inform those who may be put at greater or continued risk. Written comments must be received by the Responsible Entity at the following address on or before May 16, 2024.
